The forms can be downloaded in DOCX format.\nPreparing your application\nConfirm eligibility and submission requirements with the relevant CDC or MPIS service.\nDownload the form in the required language and prepare documents against the bilingual checklist.\nSubmit according to the responsible authority’s instructions and follow its requests for additional or updated documents.\nWhat QIP means and where to submit\nQIP means Qualified Investment Project. Confirm the receiving channel, project category and supporting documents with the one-stop services of the Council for the Development of Cambodia (CDC) or the Municipal-Provincial Investment Sub-Committee (MPIS), as applicable. Business registration, sector permissions and investment-project status do not replace one another.\nOrganise information using the supplied form\nThe English form separates company names, registered address, shareholders and directors from project information. Project fields include activities and sector, total investment and funding, location, construction and production dates, products and HS codes, annual capacity, domestic and export markets, staffing, energy and water. Keep registered capital distinct from total investment, and initial capacity distinct from full capacity, using the stated currencies and units.\nUse the annexes with the checklist\nThe form includes annexes for equipment, production inputs, process flow and key input consumption. The checklist also covers company statutes, shareholder and director identification, documents relating to foreign members, site tenure or lease evidence, and building, factory, infrastructure and machinery plans. The two checklist pages are not identical: the Khmer corporate-shareholder section also lists a request to convert an ordinary company to QIP, which is not separately listed on the English page. Confirm applicability for the actual case.\nForms, checklists and handbook versions\nThe Khmer and English application files are DOCX exports of Google documents. The export date identifies the copy, not an official new edition or acceptance confirmation. The checklist does not state an original publication date. The 2023 handbook remains useful background, while forms, receiving authorities, fees, incentives and filing requirements need checking before submission. The investment-law briefing is not the full law.\nContinue exploring\nEstablishing a business: registration and preparation\nUsing investment documents: editions, contents and form preparation","contentScope":"full","proof":{"publicationId":"63","publishedRevision":"8","sourceRevision":"4"},"availableLocales":["zh","en","km"],"attributes":{"kind":"guide","sourceLocale":"en","regionKeys":[],"industryKeys":[],"projectStage":"unknown","solicitation":"unknown","amountNature":"unknown","asOfDate":"","policyIssuer":"","policyEffectiveOn":"","policyExpiresOn":""},"references":[{"checkedOn":"2026-10-20","publishedOn":"","url":"https://www.mpsez.gov.kh/businessetup/qualified-investment-project"}],"links":["https://www.kps-tv.com/en/investment/content/business-registration-guide","https://www.kps-tv.com/en/investment/content/investment-document-guide"],"publishedAt":"2026-10-20T02:34:39.753Z"}
