Cambodia’s Foreign Ministry denied social media claims that a Vietnamese sea-crossing road project infringed Cambodian waters.

Cambodia’s Ministry of Foreign Affairs and International Cooperation issued a statement on November 24, 2025, responding to journalists’ questions about social-media reports that Vietnam was building a sea-crossing road from Tien Hai island in An Giang province to Phu Quoc island, also known as Koh Tral. Those reports alleged that the project contravened the 1982 Cambodia–Vietnam Agreement on Historical Waters.
According to clarification from Vietnam’s ambassador to Cambodia and official information from the Vietnamese embassy in Phnom Penh, there was no road-construction project infringing or contravening the agreement between the two countries. The information circulating on social media was a misunderstanding.
The ministry said the circulating images of road construction concerned a project linking the mainland in Ha Tien ward, An Giang province, to a multipurpose port in Ha Tien city, within Vietnam’s jurisdiction. The construction did not involve shared waters or affect the bilateral agreement.
The ministry called for an end to sharing erroneous information that could cause misunderstanding and harm friendly relations between the Kingdom of Cambodia and the Socialist Republic of Vietnam.
