The November 28 cabinet meeting outlined progress on the 95-95-95 targets; Neth Pheaktra cited a 2024 report on diagnosis, treatment and new infections.

Cambodia achieved results of 92-100-98 against the 95-95-95 policy targets. The report says this placed Cambodia tenth in the world in the response to AIDS. The ranking was presented at a plenary cabinet meeting chaired by Prime Minister Hun Manet on the morning of November 28, 2025. Ministries, institutions, the capital and provinces have also worked to raise awareness of HIV and discourage discrimination against people living with HIV.
Information Minister Neth Pheaktra shared a 2024 report on his Facebook page stating that Cambodia had 76,000 people living with HIV, of whom 70,654 had been diagnosed through testing, reported as 92%, and that all those diagnosed received treatment and care. New HIV infections numbered 1,200 in 2024 and deaths had fallen to 1,000 annually, which the report described as reflecting major success in Cambodia’s response. Of the 1,200 new infections, 88% were among key populations: 48% were men who have sex with men, mostly young people aged 15–24; 10% were transgender people; 14% were clients of key populations; female and male entertainment workers accounted for 7% each; and people injecting drugs accounted for 2%.
