Puy Kea said Thailand set conditions ahead of the December 24 GBC Secretariat talks at 4 p.m., including a prior ceasefire declaration, observer monitoring and sincere cooperation on demining.

According to a post by Club of Cambodian Journalists President Puy Kea, ahead of the GBC Secretariat-level meeting scheduled for 4 p.m. today in Thailand’s Chanthaburi province bordering Pailin, Thailand indicated the following conditions to Cambodia:
The meetings will take place from December 24 to 27, 2025, with the ministerial meeting on December 27 in Chanthaburi, Thailand. Thailand reiterated its three principles: 1) Cambodia must announce a ceasefire first; 2) the ceasefire must be genuine and continue under monitoring by an observer team; and 3) Cambodia must cooperate sincerely on demining and, above all, implement the ceasefire immediately when GBC negotiations begin.
Thailand further said that if Secretariat-level officials could not reach common ground during their meetings, the defence minister-level GBC negotiations scheduled for Saturday would no longer take place.
