Authorities reported that all 44 foreign residents at the inspected sites had valid passports and visas. No online-scam involvement or other unlawful activity was found.

On 30 June 2026, Tuol Kouk district’s unified command carried out administrative inspections and recorded foreign residents at housing estates, hotels, condominiums, apartments, construction sites, shared residences, guesthouses and rental homes across its ten sangkats, inspecting 14 locations in total.

The operation was conducted under government sub-decrees and orders on managing and inspecting foreign residents in Phnom Penh.

The team recorded 44 foreign residents, including 24 women, from ten nationalities. All had legally valid passports and visas.
In particular, the inspections found no cases involving online scams or other unlawful activity.
