Cambodia's Ministry of Labour and Vocational Training has wholly rejected and strongly condemned a report published by Human Rights Watch on November 25, 2025, calling it false, unprofessional and lacking a clear factual basis. The ministry said the report created misunderstandings and reflected malicious intent to incite and undermine the government's efforts to care for workers who had returned to Cambodia. The ministry said HRW's report not only breached professional and reporting standards but also lacked clear grounds and evidence to support its allegations. It added that the Cambodian government continued to take an active approach to protecting, rescuing and supporting Cambodian workers both abroad and upon their return. The ministry urged the public not to believe what it called false and misleading information such as HRW's report, and to continue trusting the government's work to protect Cambodian workers' welfare and rights.
