Cambodia's construction investment reaches $7.32 billion in first 11 months

According to the latest figures released by the Ministry of Land Management, Urban Planning and Construction, Cambodia approved 3,503 construction projects in the first 11 months of 2025, covering more than 18 million square metres and representing total investment of $7.32 billion. Investment rose by nearly 69% from $4.334 billion in the same period of 2024, indicating a steady recovery in construction and the property market. Of the total, 521 projects received ministry-level construction permits, with investment of about $6.74 billion and a marked increase in large projects. Provincial and municipal authorities approved 2,982 projects worth about $579 million, with investment up 28% year on year.
Since the construction-permit system was introduced in 2000, Cambodia has issued 72,820 permits, representing cumulative investment of about $87.696 billion. The ministry stressed that construction is a pillar of the national economy and plays an important role in social recovery and economic development. The government continues to improve the investment environment, regulations and technical standards, while making public services more efficient.
The government is also enforcing the law against encroachment on state land, construction without permits and other building violations. Construction sites must install wastewater settling and treatment facilities to protect public drainage systems and the urban environment. To date, 228 projects comprise a total of 288 buildings of five or more storeys: 103 in Phnom Penh, 31 in Sihanoukville, 111 in Banteay Meanchey and 43 in other provinces, reflecting active investment in large, tall buildings.
