Chea Vandeth urges multilateral cooperation on cybersecurity and online fraud

Phnom Penh: Minister of Post and Telecommunications Chea Vandeth urged stronger multilateral cooperation to coordinate cybersecurity efforts, combat online fraud and illegal content, and build a trustworthy digital environment. He made the call on December 6, 2025, while presiding over the opening of the Cambodia Internet Governance Forum 2025 under the theme “Building Cambodia’s Inclusive Digital Society”. It was a side event of the Digital Government Forum, Digital Technology Expo and related national and international events. Chea Vandeth also urged the development of agile policy frameworks to harness emerging technologies such as artificial intelligence while effectively managing risks relating to data privacy, cybersecurity and social harmony. He called for digital inclusion and literacy so that all citizens, particularly young people, women and rural residents, could access, use and create value through digital tools, leaving no one behind in the digital transition. He also highlighted innovation and infrastructure development, building on recent national achievements in regulatory review, underground fibre-optic cables and modern telecommunications infrastructure to establish strong foundations for growth. He urged efforts to empower young people as digital leaders through initiatives such as the newly established Youth IGF, ensuring that the next generation helped design the digital policies shaping their future. He encouraged active discussions and exchanges of views to support a shared digital future, particularly by using the occasion to build networks and deepen and broaden partnerships, so participants could achieve more together for their countries and people. The Cambodia Internet Governance Forum 2025 was organised by the Ministry of Post and Telecommunications, UNESCO, Open Development Cambodia and the Cambodia Academy of Digital Technology. It focused on themes supporting national growth and stability, including online safety in the age of AI, universal and meaningful connectivity, and empowering young people for a digital future.
