Communist Party of Viet Nam General Secretary To Lam, a highly influential Vietnamese figure, arrived in Cambodia on the morning of February 6, 2026, for a one-day state visit.
Cambodia’s Foreign Ministry said the visit followed an invitation from King Norodom Sihamoni.
To Lam and Hun Sen were also scheduled to preside over the groundbreaking for a Vietnamese-funded school building in Phnom Penh’s Dangkor district.
The Royal Palace Ministry said that morning that the Cambodian King was unwell and unable to carry out his duties and had assigned Hun Sen, as acting head of state, to welcome To Lam at the Royal Palace.
The Cambodian Foreign Ministry described the visit as strengthening warm Cambodia–Viet Nam relations and reflecting a shared commitment to deepen mutually beneficial cooperation in the spirit of “good neighbourliness, traditional friendship, comprehensive cooperation and long-term stability,” for both countries’ development and prosperity.
