On the afternoon of March 6, Cambodian Prime Minister Hun Manet told the annual review meeting of the National Authority for Combating Drugs that the government was preparing a dedicated anti-scam law. It aimed to combat telecommunications and online fraud through institutionalised, sustained legal measures to protect the country’s reputation and economic security.
Hun Manet said the new law would clarify the responsibilities of relevant parties. Landlords, owners and managers could face responsibility when their rented houses or buildings were used for scams and could not simply say they did not know. He also said there were conditions to consider.
He warned that, besides providers of premises, intermediaries or others recruiting people into scam operations would also face legal responsibility and trial. He said the new law would make responsibilities clearer and strengthen enforcement after its introduction.
