In a post dated March 3, 2026, as cited by the article, Lieutenant General Chuon Narin, Deputy National Police Commissioner and Phnom Penh Police Commissioner, told the public that modifying a vehicle from its original condition without approval from the relevant specialist authority is unlawful. He said registered vehicles cannot have their colours changed at will and that permission must be sought from the transport department. He described the requirement as a practice around the world, intended to prevent criminals from using vehicles and then changing their colours or registration plates to mislead police.
The Phnom Penh police chief also asked businesses that wrap or spray-paint vehicles not to change their original colours without documentation from the relevant transport authority.
