On May 19, 2026, Phnom Penh Deputy Governor Khleang Huot called on the owner of a villa in Chambak Meas village, Bak Kheng commune, Chroy Changvar district, to dismantle the structures immediately over what authorities described as encroachment on the riverbank. According to his Facebook page, the Phnom Penh Municipal Administration had issued a letter dated January 29, 2026, instructing the Chroy Changvar district administration to set a deadline for the owner, ឈុន លីម, to remove structures said to encroach on riverbank land and extend into the river. The post said a municipal construction working group had found that the owner had not removed the structures and had instead continued construction. The deputy governor said he hoped the owner would comply with the letter, dismantle the structures immediately and follow the applicable laws concerning construction and the management of riverbanks and rivers.
