“Do not think of taxpayers as convicts or wrongdoers, and the tax administration as people looking for faults. That is not the case,” Cambodian Prime Minister Hun Manet said on Thursday morning, May 21, 2026, at the inauguration of the new General Department of Taxation headquarters. He called for mutual trust, saying each side had its own responsibilities and taxpayers contributed resources for the state to develop further social infrastructure.
Hun Manet described taxation as a transfer of resources: those with more resources contribute more, and the money helps those with less. He called for participation in paying taxes to support roads and other infrastructure, saying Cambodia could not continue to depend on revenue and assistance from abroad.
