China’s three telecommunications giants are facing strict scrutiny from US authorities over national security concerns as they push ahead with and expand digital infrastructure projects across Africa.

The US Federal Communications Commission (FCC) will vote on November 19 on a proposed new measure to prevent China Mobile, China Telecom and China Unicom, along with other providers of internet-based services, from obtaining direct access to US telephone numbers. The measure aims to strengthen protections against scam calls and prevent companies designated as national security risks from accessing the US telecommunications system.

In response, the Chinese embassy in Washington criticised the proposal, saying the measure seriously obstructed normal economic and trade cooperation between Chinese and US businesses and did not benefit American companies or consumers.

Despite US bans and pressure, Chinese telecommunications companies have been expanding their activities significantly in Africa, including in Nigeria, South Africa and Congo.
US–China competition is no longer confined to trade or military rivalry but has shifted towards technology and digital infrastructure. The United States is trying to block Chinese companies from entering Western systems, while China is using its Digital Silk Road initiative to capture markets in developing countries in Africa and Asia that need capital and affordable technology.
