A joint Siem Reap provincial enforcement team recently uncovered a suspected transnational telecommunications-fraud case under the legal coordination of a deputy prosecutor of the provincial Court of First Instance. Officers searched a rented villa in Siem Reap city and arrested four suspects: three Chinese nationals and one Vietnamese national.
The report names the Chinese suspects as 肖松, 韩佳佳 and 秦慈龙, and the Vietnamese suspect as 梁氏桂. Officers seized four desktop computers, 23 mobile phones and other equipment and evidence.
The technical department’s investigation found that the group allegedly used romance scams to establish trust before encouraging victims to invest in cryptocurrency and taking their money. Preliminary findings indicated victims in several countries and a clear cross-border element.
Law-enforcement agencies were working with relevant departments to continue tracing the organisers and other people involved and take further measures in accordance with the law. All suspects and seized items were transferred to Cambodia’s General Department of Immigration and relevant enforcement agencies, with the investigation ongoing.
