In a notice dated November 21, 2025, the Ministry of Water Resources and Meteorology urged the public and local authorities to exercise greater caution during a period of potentially sharp cooling from November 22 to 30. Minimum temperatures in some areas could fall to 16–18°C, potentially posing risks without appropriate protection.
The ministry said the strengthening northeast monsoon was blowing across the South China Sea, the Mekong basin, Cambodian waters and many other parts of the Kingdom. This could bring cold weather and persistent winds.
Expected conditions by region:
1. Mountain areas, including the Dangrek and Cardamom ranges and Bokor: minimum temperature around 16°C and maximum around 27°C, with northeasterly to easterly winds of about 6 metres per second.
2. Lowland areas, including Banteay Meanchey, Battambang, Pursat, Kampong Chhnang, Siem Reap, Kampong Thom, Kampong Cham, Tboung Khmum, Prey Veng, Kandal, Takeo, Svay Rieng and Phnom Penh: minimum around 20°C and maximum around 29°C, with northeasterly to easterly winds of about 5 metres per second.
3. Plateau areas, including Kampong Speu, Pailin, Oddar Meanchey, Preah Vihear, Kratie, Stung Treng, Ratanakiri and Mondulkiri: minimum around 18°C and maximum around 28°C, with winds of about 4 metres per second.
4. Coastal areas, including Koh Kong, Preah Sihanouk, Kampot and Kep: minimum around 21°C and maximum around 31°C, with waves 0.50–1.50 metres high.
The ministry urged residents to consider and implement appropriate protective measures to avoid the effects of cold weather, particularly in areas with low temperatures. It would continue monitoring and analysing conditions and release further information if the weather changed.
