Summary

Phnom Penh police investigated a young man’s allegations that a deputy police post chief refused his complaint, used improper language and pulled his hair. Police said proven disciplinary violations would be reported for action without exception.

A young man made allegations on social media that the deputy chief of Boeng Tumpun 1 administrative police post had refused to accept his complaint, used inappropriate language and pulled his hair on the night of January 6.

Acting on the orders of Lieutenant General Chhuon Narin, deputy National Police commissioner-general and Phnom Penh police commissioner, the personnel office of the municipal police’s human resources division invited First Lieutenant Von Vibol, deputy chief of Boeng Tumpun 1 administrative police post under Meanchey district police, for clarification on the morning of January 7, 2026. Officers also invited Tep Sreynang, the young man’s biological mother, to explain at the police post. The young man, El Chan Dara, did not attend that morning. That afternoon, post officers and personnel-office staff went to his home, met him to seek clarification and prepared a report for their superiors.

According to Phnom Penh police, El Chan Dara arrived drunk at Boeng Tumpun 1 administrative police post in Meanchey district on the night of January 6, 2026, to complain that his father and biological elder brother had assaulted and injured him. After questioning him, the deputy post chief handling the complaint contacted his mother, Tep Sreynang. She told officers: “There is no need to accept the complaint because my son is drunk; please send him home.” The young man shouted at her over the phone: “Mum, you only take Dad’s and my elder brother’s side.” He insisted that the deputy chief write down his complaint. Police said the deputy chief then pushed his head and told him to go home because he was drunk and would not listen. The young man subsequently called journalists to report the matter in front of the police post.

In her clarification, the mother confirmed that she had told officers not to accept her son’s complaint, saying he had merely quarrelled with his sibling. The young man also gave police an explanation consistent with hers. Nevertheless, under the commissioner’s leadership principles, if an investigation finds that an officer performed duties improperly, lacked discipline or professional ethics, affected citizens’ feelings and did breach National Police discipline, a report will be submitted to superiors for disciplinary action without exception.
