Phnom Penh Governor and chairman of the capital’s Unified Command Khuong Sreng has ordered the launch of a large-scale citywide operation focused on combating telecommunications and online scam crime. The operation will thoroughly check clearly identified priority areas, apartment buildings and places where suspicious persons gather. Any criminal or illegal acts discovered will be dealt with promptly under the law, with arrests made on the spot.
Yesterday afternoon, Khuong Sreng chaired a special meeting at Phnom Penh City Hall and issued specific operational instructions to the city police, military police, all 14 district administrations and relevant departments. He said combating telecommunications scams was a key task receiving close attention from the Royal Government. He said unified command and coordination among multiple agencies had recently led to the successful investigation of several online-scam and kidnapping-for-ransom cases, producing interim results.
Khuong Sreng stressed that this operation would further expand its coverage. Each district must inspect areas one by one and identify priority targets, especially densely populated areas with safety risks. Every apartment building and communal residential site in the city must be included in the checks. He also called for simultaneous strict action against cockfighting, poker, fish-prawn-crab gambling, illegal lotteries and other forms of gambling, and comprehensive action against unlawful conduct affecting social order, to safeguard public security and stable living conditions across all 14 districts.
