Cambodia’s government recently decided to provide special incentives to a group of priority investment and business projects in Sihanoukville, aiming to accelerate local economic recovery and diversify its industrial structure. In early 2026, 24 projects had been endorsed in principle for the incentives, involving more than US$208 million in proposed investment and expected to create around 3,120 jobs, adding fresh momentum to the local economy.
On the morning of January 13, Hean Sahib, head of the working group promoting investment in Sihanoukville, chaired a special meeting to review 25 investment projects with a combined proposed value of about US$1.017 billion. Several secretaries of state, directors general and officials from relevant ministries and the provincial government attended. After review, the group agreed in principle to provide special incentives to 24 projects: eight unfinished-building rehabilitation projects, 15 new investment projects and one expansion project. They cover manufacturing, medical devices, fishmeal processing, kitchen equipment production, rubber-industry oil processing and apartment development, among other sectors.
Hean Sahib said the working group would continue supporting endorsed projects throughout the process, facilitating taxation, customs, administrative permits, business registration and factory commissioning to help enterprises begin operations as soon as possible. Official figures showed that, in 2024–2025, the group endorsed incentives in principle for 412 projects, with a combined investment value of approximately US$7.971 billion and around 52,000 expected jobs. The report described Sihanoukville as gradually recovering and consolidating its position as an important national economic engine.
