Kampong Cham Governor Un Chanda has warned that earth-extraction companies will face action under existing law after some were found not to be complying properly with legal requirements.
According to guidelines obtained on the morning of January 15, 2026, the provincial administration said the province’s notably rapid development had increased excavation of earth to fill development sites such as factories, enterprises and housing. The number of earth-extraction businesses had also grown. Many companies complied with the law, while a small number did not, it said.
To ensure sustainable management of state public land, the Kampong Cham provincial administration instructed municipal and district administrations to inspect sites covered by applications for earth-extraction businesses, ensuring that state public land is not affected. Excavation, alteration of land conditions and removal of earth must be prohibited on all types of land under productive use.
For applications to fill land with earth, the competent authorities must examine all landholding documents, including certificates of immovable-property ownership, to ensure that the records concern the same land site as the application. Business activities on state public land must be reviewed and decided by the relevant technical bodies, with the governor’s agreement in principle sought in advance. If breaches of the above requirements are found, municipal and district administrations and relevant technical departments and units must take action under existing law.
