The secretariat of Cambodia’s special committee against online fraud recently reported that, from 2025 through January 10, 2026, Cambodian courts had made progress against high-tech online fraud, hearing 36 major cases and sentencing 171 ringleaders and key members of fraud groups under the law.

The report said that, while continuing to investigate criminal networks in depth, law-enforcement authorities identified and arrested Chen Zhi, whom it described as the behind-the-scenes ringleader in a major online-fraud case. Under international law-enforcement cooperation mechanisms, Cambodia has formally handed Chen Zhi over to Chinese police for handling in accordance with Chinese law.

The committee said all concluded cases were based on thorough investigations and solid evidence, reflecting the government’s firm stance in its nationwide anti-fraud campaign. Law-enforcement agencies are still pursuing concealed transnational criminal networks, with the aim of fully curbing the harm online fraud causes to public security and the country’s image.
