Summary

Neth Savoeun met Liu Zhongyi in Phnom Penh on January 14; China thanked Cambodia for cooperation in the Chen Zhi case, and both sides pledged deeper cross-border law-enforcement cooperation.

On the afternoon of January 14, Cambodian Deputy Prime Minister and chairman of the National Authority for Combating Drugs Neth Savoeun met a delegation led by Liu Zhongyi, Assistant Minister of Public Security of China, in Phnom Penh. They held in-depth discussions on strengthening Cambodia–China law-enforcement cooperation and jointly combating transnational online fraud, and reached a consensus on deepening practical collaboration.

During the talks, Liu thanked the Cambodian government for its longstanding support for Chinese police efforts against cybercrime. He particularly praised Cambodia’s close cooperation in the arrest of Chen Zhi, whom he described as the leader of a major cross-border gambling and fraud criminal group. He said China supported Cambodia’s continuing crackdown on online fraud and was willing to strengthen cooperation with Cambodia to safeguard regional security and stability together.

Neth Savoeun welcomed the Chinese delegation and said Cambodia was also seriously harmed by online fraud. Criminals were using Cambodia to commit transnational offences, seriously threatening national security and public order, he said. Under Prime Minister Hun Manet, the Cambodian government was taking the strongest legal measures against online fraud and looked forward to deeper law-enforcement cooperation with China. Liu said online fraud was highly transnational and harmful, and that only combined efforts by countries’ law-enforcement agencies could fundamentally curb such crime. He again thanked Cambodia for its active contribution in the Chen Zhi case.
