To enable the new deepwater container-terminal construction project to proceed as planned, the Ministry of Land Management, Urban Planning and Construction formed a team working with Preah Sihanouk’s administration to inspect and address impacts directly with residents, securing the land for development under the government’s plan.
In a notice dated January 19, 2026, the ministry informed residents occupying irregular structures on port-development project land in Village 3, Sangkat 3, Sihanoukville, Preah Sihanouk, that the government had decided to develop and build the autonomous port’s deepwater container terminal in three stages from 2023 to 2030 using concessional loans from Japan’s government.
The ministry said the project aimed to increase container-terminal capacity, allowing container ships of up to 160,000 DWT (15,000 TEUs) to sail directly between Sihanoukville Autonomous Port and global markets without further water-depth restrictions. Ministry teams working with provincial authorities had already inspected, surveyed and identified residents occupying land and homes within the terminal-development area.
It therefore called on all affected residents to cooperate responsibly in contributing to the country’s construction and development. By: Pai Sokhim
