Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction Say Samal said Preah Sihanouk, a priority coastal tourism province, must protect visitors' personal and property safety and maintain public security so domestic and foreign tourists could feel secure.

He spoke at the January 24 morning closing of the province's conference reviewing 2025 work and setting 2026 directions. He said safety and order underpinned tourism development, with national police, gendarmerie and local enforcement bodies bearing the main responsibilities and needing to cooperate to maintain order during peak periods.

Recent arrivals of many tourists reflected a continuing recovery in the province's appeal. On January 23 morning, Sihanoukville port received the Dutch cruise ship Westerdam with 1927 visitors. On January 21, the first direct Chengdu–Sihanoukville service brought 45 Chinese visitors. The report viewed these developments as further evidence of Cambodia's safety and stability as a destination for domestic and foreign tourists.
