A suspect in transferring money for telecom fraud was recently apprehended after four years abroad. With cooperation between the criminal-investigation and exit-entry units of the Hulunbuir Public Security Bureau in Inner Mongolia, the suspect surnamed Chen was persuaded to return to China and has been placed in criminal detention under the law.
Police said Chen lent out his personal bank card in 2022 to participate in money transfers for telecom and online fraud for illegal profit, helping a criminal group move funds involved in the case. After the case came to light, he fled abroad. Information analysis by the Hailar police criminal-investigation brigade found that he had left on a tourist visa and was hiding in Cambodia, after which he was listed as wanted online.
During the pursuit, police combined fugitive tracking with efforts to persuade him to return. They continued online and offline searches while repeatedly visiting his family to explain the law and seek cooperation. At the end of December 2025, following his family's persuasion, Chen contacted police on his own initiative and surrendered. The case remains under investigation.
