On January 26, local Cambodian residents found a Chinese man in an abandoned unfinished building near ‘Asian Pearl’ in Sihanoukville’s Sangkat 3. He was weak and in poor spirits, with no food, drinking water or valid identification, and unable to sustain basic daily needs.
Residents bought him food and water and promptly informed local police and relevant departments, asking them to intervene and provide necessary humanitarian help. Neighbours said the area contained several long-vacant unfinished buildings, with complex movements of people and occasional stays by people without fixed homes or temporarily stranded there.
