Prime Minister Hun Manet said Cambodia would maintain zero tolerance toward online scams and their protective networks. Speaking at the closing of the Interior Ministry's annual conference on February 5, he warned that officials and law-enforcement personnel who participated in, tolerated or protected such operations would face legal and disciplinary action without leniency or exception. He said the crimes harmed the public and seriously damaged the country's image and must be eradicated.
He called for action against corruption within enforcement bodies, including insiders, transfers of benefits and deliberate leniency. He also urged continued operations against drugs, human trafficking, gang violence and cybercrime, saying enforcement must not be merely for show or leave blind spots.
For 2026, he called for digital and institutional modernisation, greater efficiency in public services such as civil registration, stronger law-enforcement personnel and continued deepening of the Safe Village–Commune policy. The cited figures said 2,508 foreign scam suspects from seven countries and regions had been arrested since the beginning of 2026, while 110,095 foreign nationals had left Cambodia. Operations were continuing to intensify.
