Chinese Ministry of Public Security Deputy Minister Speaks: Cambodia's Cyber Fraud Parks Fully Cleared

On September 23, Chinese Ministry of Public Security Deputy Minister Yang Weilin said at the "2026 International Conference on Combating Cyber Fraud" held in Phnom Penh that Cambodia has continued to step up the fight against cyber fraud in recent years, adopting a series of measures to improve laws, strictly enforce them, fight corruption, and strengthen international cooperation, and has launched a number of special anti-fraud operations.
Yang Weilin noted that as the relevant operations continued, large casino-style cyber fraud parks within Cambodia have been fully cleared, and tens of thousands of fraud suspects have been arrested and repatriated. He said Cambodia's achievements in combating telecom and cyber fraud have attracted attention and recognition from the international community.
Data previously released by Cambodia's Special Committee on Combating Cyber Fraud showed that from July 2025 to August 31, 2026, Cambodia investigated 832 suspected fraud locations, took action against 663 of them, and controlled 86 large fraud parks; during the same period, more than US$300 million in fraud-related bank funds were frozen.
From September 23 to 24, Cambodia hosted the International Conference on Combating Cyber Fraud in Phnom Penh for the first time, with representatives from 27 countries and 7 international organizations attending. The parties are expected to adopt the "Phnom Penh Declaration" on September 24 to further strengthen transnational anti-fraud cooperation.
