Changes Ahead for Mattress Exports to the U.S.? Existing Antidumping Order on Cambodia Continues

Read original

Summary

In its five-year sunset reviews, the U.S. International Trade Commission (USITC) determined that revoking the existing antidumping duty orders on mattresses from Cambodia and other countries would be likely to lead to continuation or recurrence of material injury to the relevant U.S. industry. As a result, the United States will maintain its antidumping measures on Cambodian mattresses.

The USITC made affirmative determinations on October 13 and filed its formal determinations on October 22. The related notice entered the Federal Register publication process on October 27. The reviews also covered antidumping duty orders on mattresses from Malaysia, Serbia, Thailand, Turkey and Vietnam, as well as the countervailing duty order on mattresses from China. The USITC made affirmative determinations on all these measures.

In earlier sunset reviews, the U.S. Department of Commerce concluded that revoking the measures would be likely to lead to renewed dumping of Cambodian mattresses, with weighted-average dumping margins calculated at up to 103.79%. This figure is a reference for assessing the likelihood of dumping if the measures are revoked; it does not represent the duty rate currently paid by all Cambodian exporters.

The determination continues existing trade remedy measures rather than imposing new antidumping duties. The measures will not automatically end upon expiry, and Cambodian mattress exporters still need to monitor U.S. trade policy and compliance requirements.
