Hanoi, Vietnam, will provide an incentive payment of 4 million dong, approximately US$154, to women living in the city who have given birth to two children before turning 35, starting next year. The measure is part of a policy strategy to raise the city’s declining birth rate.
According to the Hanoi People’s Committee, the city’s fertility rate has fallen sharply in recent years.
City authorities warned that a prolonged low birth rate could seriously affect Hanoi’s population size and structure, accelerate population ageing and have a long-term impact on the workforce needed for its economy.
The policy was approved by the Hanoi People’s Council to encourage couples to have two children. City authorities estimated that about 15,000 women would benefit each year, requiring a public budget of around 60 billion dong, or approximately US$2.4 million, annually. Article by: Rithy
