Cambodia's Ministry of Water Resources and Meteorology said the country lay near tropical cyclone Fengshen's path and faced a “20% influence”. It said the 24th storm, Fengshen (T2524), had developed from a low-pressure system over the western Pacific and would affect monsoon conditions over the Andaman Sea, Cambodian waters, the Mekong basin and the South China Sea, with effects on Cambodia.
In an October 18 notice forecasting conditions for October 18–24, 2025, the ministry said rainfall could increase substantially, accompanied by strong winds, thunderstorms, lightning and gusts across more than 30% of the lowland areas. The areas listed were Banteay Meanchey, Battambang, Pursat, Kampong Chhnang, Siem Reap, Kampong Thom, Kampong Cham, Tbong Khmum, Prey Veng, Kandal, Takeo, Svay Rieng and Phnom Penh.
Similar weather was forecast across 50% of the upland areas: Kampong Speu, Pailin, Oddar Meanchey, Preah Vihear, Kratie, Stung Treng, Ratanakiri, Mondulkiri, and the Dangrek and Cardamom mountains. Coverage was forecast at 60% in the coastal areas of Koh Kong, Preah Sihanouk, Kampot and Kep, including Bokor Mountain. Sea waves were expected to reach 0.50–2.50 metres.
The ministry urged the public to take precautions, particularly when travelling by land or water, and to monitor weather conditions and subsequent updates.
