Summary

Hun Manet’s World AIDS Day message urges efforts to reach over 4,000 people unaware of their HIV status and outlines Health Equity Fund card coverage.

Cambodian Prime Minister Hun Manet said HIV had not yet been eliminated and AIDS remained a public health problem affecting many lives, with adverse social and economic consequences worldwide. An estimated more than 4,000 people living with HIV had yet to come forward for testing and timely treatment.

In his message for World AIDS Day on December 1, 2025, released on the morning of November 29, the prime minister stressed: “We must make further efforts in outreach to identify the estimated more than 4,000 people living with HIV who do not yet know their status and encourage them to obtain HIV testing services so they can receive timely treatment.” He also noted significant progress in Cambodia’s response, while saying transformative approaches were necessary to reduce risks and achieve shared goals in prevention, care, treatment and support.

People living with HIV in Cambodia are included among poor people benefiting from increasingly extensive social protection programmes. From the programme’s start in the first quarter of 2022 through the end of September 2025, 53,821 people living with HIV had received Health Equity Fund cards, equivalent to 75% of the 71,716 active people living with HIV cited in the message. Another 15,454 members of key populations received the cards in the first quarter of 2025.

The report notes that World AIDS Day on December 1, 2025, would be held under the theme “Overcoming disruption, transforming the AIDS response”, intended to encourage continued efforts for a more effective and resilient response to HIV and AIDS.
