Cambodia’s General Department of Customs and Excise recently announced in a notice that the first phase of electronic pre-arrival customs declarations would begin at Techo International Airport, Phnom Penh’s new airport, on February 1, 2026. It marked a further step in digitising customs clearance and facilitating trade.
According to the notice, customs authorities would first introduce electronic pre-arrival declarations, allowing freight forwarders to submit declaration documents electronically and handle related customs procedures before goods arrive in Cambodia. The aim is to improve clearance efficiency and businesses’ experience of customs procedures.
The measure would initially be implemented at the customs inspection office at Techo International Airport, with the relevant procedures fully electronic. The customs department said pre-arrival declarations would help shorten clearance times, lower business costs and provide a more efficient, transparent and predictable framework for air cargo development and international trade.
