Summary

The two sides agreed on January 14 to continue combating online crime, identify those involved for strict punishment under the law and strengthen cooperation between their law-enforcement agencies.

Cambodia, like other countries around the world, has suffered from online fraud. On January 14, 2026, Cambodia and China agreed to continue cracking down on online crime and identifying those involved so that they could face the strictest punishment under the law.

At a working meeting, Cambodian Deputy Prime Minister Neth Savoeun and Liu Zhongyi, Assistant Minister of Public Security of China, announced joint action to combat online fraud. Neth Savoeun told the Chinese side, which he called a close friend, that Cambodia was a victim of this crime because all these offenders had used Cambodian territory to carry out illegal activities. This required closer cooperation between the two countries’ law-enforcement institutions, he said.

He hoped China would further strengthen its work with Cambodia against online crime, while the Cambodian government under Prime Minister Hun Manet was taking the firmest legal measures to eliminate all forms of online crime.

Regarding the arrest of the ethnic Chinese tycoon Chen Zhi, whom the report describes as an online-crime ringleader, China’s assistant minister of public security regarded it as a major contribution by the Cambodian government to China and thanked Cambodia for its cooperation. According to a January 7 Ministry of Interior announcement reported at the time, Chen Zhi’s Cambodian citizenship had been revoked in December 2025.
