Summary

Mang Sineth met USS Cincinnati commander Andrew J. Recame on January 26, discussing naval cooperation, Preah Sihanouk development and attracting US visitors and investment.

Preah Sihanouk Governor Mang Sineth said the US Navy ship’s current visit to Cambodia clearly demonstrated strong cooperation and good friendship between the two countries as they marked the 76th anniversary of diplomatic relations.

He said a US Navy vessel had also called at Sihanoukville Autonomous Port in 2024, strengthening solidarity, friendship and cooperation between the navies and governments.

He made the remarks while receiving Andrew J. Recame, commanding officer and head of the crew of USS Cincinnati (LCS-20), at the provincial hall on the morning of January 26, 2026.

The governor warmly welcomed the commander and delegation and introduced the province’s geographical, economic and infrastructure potential, including a full transport network of waterways, roads, railways, aviation and an expressway.

He said the government had designated Preah Sihanouk as a model multipurpose special economic zone, with a development master plan divided into four areas: industry and logistics, integrated city, nature tourism and agriculture. It was also developing Sihanoukville Autonomous Port toward a 17.5-metre water depth by 2030 to accommodate vessels of different sizes and types and promote international trade.

He recalled historical links with the United States, including National Road 4, whose construction began in 1955 and which opened in 1960; John F. Kennedy Road along the coast; and humanitarian activities US Navy ships had undertaken with local residents.

The governor hoped the current US Navy call at Ream Naval Base would further strengthen cooperation in the future.

Recame thanked the provincial administration for its warm reception and affirmed continued maritime cooperation through the ASEAN framework and exchanges of experience between the two navies’ crews.

He said the crew had visited the province, seeing rapid development, beautiful coastal scenery and residents’ hospitality, which were meaningful for continuing bilateral relations.

The governor also asked the commander and colleagues to promote the province’s potential among US residents and investors to encourage more investment and visits.
