On January 26, 2026, Ambassador and Permanent Representative of Cambodia to the United Nations Keo Chhea and mission officials attended the Security Council’s January high-level open debate on ‘Reaffirming the International Rule of Law: Towards Restoring Peace, Justice and Multilateralism’ at UN headquarters in New York, United States.
In his statement, Cambodia’s permanent representative highlighted three main issues.
First, he stressed the prohibition on threats or use of force against the territorial integrity or political independence of any state under Article 2(4) of the UN Charter, describing contrary actions as clear violations of international law.
Second, peaceful settlement of disputes was a legal obligation for member states to respect and implement, he said. He particularly highlighted the International Court of Justice as a reliable mechanism capable of ensuring lasting peace for all member states.
Third, respect for international humanitarian law was an essential, inseparable component of the international rule of law. He said abuses against innocent civilians, destruction and looting of civilian property, obstruction of civilian returns, unlawful territorial occupation and destruction of cultural heritage were serious violations of international humanitarian law.
