Summary

The court and prosecution service set 2026 priorities at a January 29 meeting, calling for firm, rapid scam-case handling alongside stronger alternative dispute resolution, court-clerk duties and administration.

Preah Sihanouk Provincial Court of First Instance and its attached prosecution service have designated technology-enabled fraud cases as a priority and pledged to continue strengthening firm and rapid action on them.

The commitment was made at the January 29, 2026 conference reviewing 2025 results and setting 2026 directions, chaired by Court President Kim Rothnarin and prosecutor Leav Sreng. The meeting sought to strengthen the efficiency of justice services and ensure their quality.

The prosecution service said the conference set 2026 directions committing to active and proactive implementation of the Justice Ministry's two campaigns. It would continue strengthening firm and rapid action on four priority categories—drugs, traffic, civil registration and cases involving delinquent youths—with particular attention to technology-enabled fraud, while also accelerating other criminal and civil cases and ensuring quality justice for the public.

It also pledged to accelerate case resolution through the alternative-dispute-resolution authority mechanism, greater use of conciliation and mediation, and referral of land disputes to the National Authority for Land Dispute Resolution where the court lacked jurisdiction. Court clerks were to work professionally and proactively, correctly certify finality, monitor excessive detention, copy case files for lawyers, and properly store and maintain files.

The court also called for stronger administration and public relations, correct checking of documents and their circulation between offices, appropriate and dignified civil-service conduct, and compliance with internal rules. Reports were to be prepared promptly and accurately in accordance with Justice Ministry requirements, while unit security, order and safety were to be firmly strengthened with high vigilance.
