The Ministry of Land Management, Urban Planning and Construction urged people residing in, using or benefiting from the former Padivatt Primary School building and its land to find safer accommodation immediately, within 30 days at the latest.
A ministry technical inspection found severe deterioration, including spalling concrete and exposed, loose and heavily corroded reinforcement in most beams, floors and columns. This had reduced the structure's load-bearing capacity and created a risk of collapse at any time. The ministry classified it as a dangerous structure presenting a potential immediate danger.
The building is at the corner of Streets 144 and 49 in Phsar Thmei 3 commune, Daun Penh district, Phnom Penh. The ministry said warning notices would start to be posted on February 2. Within a maximum of 30 days, the ministry and the Phnom Penh administration will prohibit continued residence and use, cordon off the site and bar entry.
