The Ministry of Public Works and Transport has conducted a preliminary study of a Phnom Penh metro network as a basis for selecting a highly effective transport system or intermodal option to address congestion and road accidents, maintain the city's environment and appearance, and provide affordable services to the public. The National Radio of Cambodia quoted Minister Peng Ponea as saying this at the opening of the ministry's 2025 work review and 2026 planning conference on February 5, 2026.
The minister stressed that, in rail connectivity and infrastructure development, the ministry had successfully prepared and implemented a sub-decree on managing railway crossings and railways. It had also completed a project to install traffic signs at crossings on both railway lines to strengthen management and improve traffic safety.
He added that the ministry continued working to improve rail-transport efficiency through cooperation on maintaining, restoring and modernising railway infrastructure. Priorities included developing the railway legal framework, advancing studies to upgrade the existing northern line from Phnom Penh to Poipet for speeds of 80 kilometres per hour, a feasibility study for light rail linking Phnom Penh to Techo International Airport in Takhmao, and a preliminary Phnom Penh metro-network study with development partners.
