Summary

The February 5 forecast said Penha would affect the northeast monsoon, although Cambodia lay outside the storm’s path; rain coverage varied by region.

The Ministry of Water Resources and Meteorology issued a notice on February 5 forecasting rain, thunder and gusts across almost all of Cambodia’s capital and provinces during February 6–12, 2026.

The notice set out the following conditions:

After monitoring, analysing and forecasting weather conditions, the ministry said a low-pressure system in the western Pacific Ocean had developed into the second storm, Penha (T2602). Cambodia was outside the storm's path. Nevertheless, the storm would affect the northeast monsoon over the South China Sea, the Mekong basin, Cambodian waters and Cambodia.

In the lowlands, rain, thunder and gusts were forecast to cover 15 percent of the area in Banteay Meanchey, Battambang, Pursat, Kampong Chhnang, Siem Reap, Kampong Thom, Kampong Cham, Prey Veng, Tbong Khmum, Svay Rieng, Takeo and Kandal provinces, and Phnom Penh. In the highlands, coverage was forecast at 10 percent in Kampong Speu, Pailin, Oddar Meanchey, Preah Vihear, Kratie and Mondulkiri provinces, and the Dangrek and Cardamom mountain ranges. No rain was forecast in Stung Treng or Ratanakiri.

In coastal areas, rain, thunder and gusts were forecast to cover 20 percent of Koh Kong, Preah Sihanouk, Kampot and Kep provinces and the Bokor range. Waves were forecast at 0.50–1.20 metres.

Based on the forecast, the Ministry of Water Resources urged the public to exercise heightened caution, especially when travelling by land or water. The ministry said it would continue monitoring and analysing weather conditions and issue further information if conditions changed.
