Phnom Penh: Cambodia is accelerating work on a modern legal framework in response to increasing technology-enabled fraud. Deputy Prime Minister and Justice Minister Koeut Rith chaired an interagency technical meeting to review and discuss a draft law on combating technology-enabled scams.

The draft followed guidance from Prime Minister Hun Manet and aims to establish clear, appropriate and effective legal mechanisms to prevent, deter and suppress digital fraud offences.

The meeting brought together representatives from the Interior Ministry, Economy and Finance Ministry, National Bank of Cambodia, Council of Jurists at the Office of the Council of Ministers, National Committee for Counter Trafficking in Persons, ad hoc commission combating technology-enabled scams and judicial police units. The article describes this broad participation as evidence of close coordination to make the new law technically comprehensive and practically enforceable.

Participants generally agreed on the draft’s main provisions, which were expected to provide a strong legal basis for protecting people and the financial system against online-fraud risks.

The draft is also being prepared in line with the United Nations Convention against Cybercrime, which Cambodia has signed, reflecting the government’s commitment to international standards and combating transnational crime.

The article describes development of the anti-technology-scam law as an important strategic step in strengthening digital security and protecting the public interest amid rapid growth of the digital economy. By: KPS99TV.
