Summary

Mang Sineth met a delegation led by Ngy Chanphal on February 12, reporting investment and employment measures and the separate handling categories of 468 complaints and requests in 2025.

On February 12, 2026, Preah Sihanouk governor Mang Sineth received a courtesy and working visit from a Senate First Commission delegation led by its chairman, Ngy Chanphal. The meeting examined human-rights implementation, law enforcement and complaint handling by subnational authorities in the province.

The governor reported the province’s potential in industry, commerce, tourism and agriculture, supported by roads, waterways, railways, aviation and an expressway. He particularly highlighted Cambodia’s only international deep-water port in the province and its importance for transporting goods to international markets.

He added that, with attention from the head of government, the province had implemented major infrastructure projects, constructing 37 roads and numerous development facilities to promote tourism and attract investment.

In 2024, Prime Minister Hun Manet visited to announce a special programme to promote investment in Preah Sihanouk. It offered two main incentives: simplified administrative, licensing and other procedures without service charges, and tax incentives.

Through the programme, more than 400 company projects had applied to participate, including over 200 stalled building projects, while more than 100 projects were undergoing resumed construction.

On social issues, the governor said that during border problems, provincial authorities had smoothly helped residents returning from Thailand enter jobs at factories in special economic zones throughout the province.

In 2025, the provincial administration received 468 complaints and requests: 37 were classified under resolution and mediation; 87 referred to relevant institutions; 122 answered directly to the applicants; 14 addressed through reports to relevant ministries or institutions; 94 retained as case files; 74 classified as other requests; and 40 remained under investigation and further mediation.

Ngy Chanphal praised the provincial administration’s results, particularly in human-rights implementation, law enforcement and complaint handling. He also commended development across sectors, management of the provincial prison with respect for human rights, and cooperation with partner organisations.

He recommended continuing to strengthen subnational decentralisation and deconcentration through a one-window service mechanism, promoting good governance and timely responses to people’s requests with effectiveness, transparency and accountability.
