The Education, Youth and Sport Ministry’s review of the 2024–2025 school year identified a need for 31,978 additional teachers from preschool through upper secondary. More than 25,000 were needed at primary level, including attached preschool classes.
Ministry spokesperson Khuon Vichhika said the Ministry of Civil Service was cooperating on a teacher census to improve data, planning, mechanisms and teacher management. The education ministry was also discussing employment-agreement teacher recruitment for 20 more provinces; it had already conducted such recruitment in Prey Veng, Tbong Khmum, Kampong Cham, Battambang and Takeo in 2025.
She said primary and lower-secondary teacher training offered the “12 plus 4” and “bachelor’s degree plus 1” routes, with prospective teachers able to apply to either. Upper-secondary teachers needed a bachelor’s degree followed by two years at a teacher-training institute.
