Summary

The report says the CSS portal opened on February 19 for complaints about law-enforcement personnel and ministry officials, with electronic submissions and downloadable forms.

Cambodia’s Ministry of Interior announced the launch of its Complaint Submission System, or CSS, on February 19 to improve administrative efficiency and mechanisms for public complaints and reports. It aims to speed up receipt, investigation and responses.

The platform primarily handles complaints about the conduct of law-enforcement personnel and Ministry of Interior civil servants. Through digital and standardised procedures, the ministry said relevant departments could investigate more efficiently and lawfully, improve transparency, uphold social fairness and justice, and safeguard the legitimate rights of complainants and those complained about.

The public can use the officially designated website, https://css-gdin.interior.gov.kh/home, to submit personal information, complaint details and supporting materials. Complaint forms may also be downloaded for completion on paper, and the platform provides telephone contacts for enquiries. The ministry said CSS would broaden public feedback channels, standardise complaint handling and improve responses to public concerns as part of digital public-service and administrative-oversight reforms.
