Summary

The February 25 operation involved 16 Chinese, one Indian, two Pakistani and two Nepali nationals; the premises were temporarily closed.

According to the secretariat of the ad hoc commission combating technology-enabled fraud, joint law-enforcement officers detained 21 suspects linked to online scams. The operation took place on February 25, 2026, in Room 912 on the ninth floor of Star City Building 2, Ou Baek K’am commune, Sen Sok district, Phnom Penh.

The 21 men and women comprised 16 Chinese nationals, one Indian, two Pakistanis, including one woman, and two Nepalis. Officers also seized all-in-one computers, laptops and a number of mobile phones.

Acting on National Police instructions, a joint team from the serious-crime and technology-crime offices conducted the operation, led by Deputy Police Commissioners Major General Bun Sosikha and Major General Nyong Ros Metta. Deputy Prosecutor Chhay Hong of the Phnom Penh Municipal Court prosecution office and the commission secretariat coordinated procedures.

Specialist officers were working with relevant parties to investigate further and pursue legal measures against the organisers. The suspects and evidence were handed to Phnom Penh police and relevant authorities for legal procedures, while the site was temporarily closed.

Prime Minister Hun Manet had previously stressed that Cambodia was not a place for technology criminals to commit scams or transnational offences. Individuals or entities behind such activities would face the most severe penalties without protection or intervention. By: Pai Sokhim.
