Summary

The report describes March enforcement and a KHR4 million penalty for intentionally concealing or accommodating a foreigner who entered illegally.

At a National Anti-Human Trafficking Day commemoration on February 25, Deputy Prime Minister and Interior Minister Sar Sokha announced that Cambodia would strictly enforce foreigner accommodation and employment reporting from March that year. Property owners providing accommodation or workplaces for foreigners must report to law-enforcement authorities as required by law or face legal accountability.

He said some owners had recently been found facilitating foreigners’ accommodation or employment without reporting to the competent authorities, creating problems for public security and foreigner management. Enforcement measures would be implemented comprehensively from early March to ensure the reporting system was followed.

According to the report’s account of rules on security management in collective residential areas that took effect in January 2026, owners or managers who intentionally conceal or allow the accommodation of foreigners who entered illegally face a KHR4 million fine, approximately US$1,000, for each such foreigner. Serious cases may also incur criminal liability.
