On March 5, seven suspects accused of heading a telecommunications-fraud group were sent to Cambodia’s Correctional Center 1, known as M1, for pre-trial detention. The group allegedly conducted fraud from 2025 until February 25, 2026, in an apartment in Phnom Penh’s Sen Sok district.
According to court documents cited in the report, the seven defendants were Xi Bing, Chen Lang, Xia Chao, Nan Liang and Fan Lei, all Chinese men; KIRAN KUMA RBAYAK, a Nepalese man; and MOHD SAKIB, an Indian man.
They were accused of aggravated fraud committed by an organised group, under Article 377 and Article 380, point 5, of Cambodia’s Penal Code. The case remained under investigation.
The report said police were continuing cooperation with partner countries on forensic examination of evidence and an in-depth investigation of the group’s financial system, aiming to dismantle a transnational fraud network operating from Cambodia against people abroad.
