Philippines Vice Inspector General of the Armed Forces of the Republic and Delegation Visit Refugee Camp in Banteay Meanchey Province

The Cambodian Liaison Group (CLG) of the Royal Kingdom of Cambodia, on September 16, 2026, coordinated for Brigadier General ANTERO S. NARCISE PN (M), Vice Inspector General of the Armed Forces of the Republic of the Philippines, and the ASEAN Observer Team in Cambodia (AOT-KH) to inspect the situation along the Cambodia-Thailand border and the refugee camp in Roung Cham village, Banteay Meanchey province.

Currently, this camp houses 3,318 families, equivalent to 13,259 people, who are unable to return to their residences because their homes have been destroyed by fighter jet bombs and heavy artillery, as well as by the occupation of Thai military forces, according to a spokesperson from the Ministry of National Defense.

The on-site inspection provided an opportunity for Brigadier General ANTERO S. NARCISE PN (M) and the ASEAN Observer Team to witness firsthand the real situation and the humanitarian impact that Cambodian civilians are currently experiencing.

Cambodia welcomed the role of the Philippines, as ASEAN Chair, and the ASEAN Observer Team (AOT) in observing, verifying the situation, supporting the implementation of the ceasefire agreement, and building trust between Cambodia and Thailand.

The spokesperson of the Ministry of National Defense emphasized that the situation observed at the refugee camp demonstrates the necessity of promptly commencing the demarcation work by the Cambodia-Thailand Joint Boundary Commission (JBC), in accordance with Point 4 of the Joint Declaration of the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025. This work is considered essential to pave the way for affected Cambodian civilians to return home unhindered, safely, and with dignity.
