The spokesperson of the Ministry of National Defense of the Kingdom of Cambodia would like to inform the public, national and international media that: On Wednesday, October 7, 2026, at 10:24 a.m., the Coordination Liaison Group (CLG) of the Kingdom of Cambodia coordinated with the ASEAN Observer Team - Cambodia (AOT-KH) to observe, verify and report on the situation along the Cambodia-Thailand border in the An Ses area, located in Choam Khsant commune, Choam Khsant district, Preah Vihear province.
According to the ministry, since the ceasefire came into effect on December 27, 2025, the Thai military has continued and is continuing to deploy containers, lay barbed wire, dig trenches, build fortifications, destroy infrastructure, homes and property of civilians, and illegally occupy Cambodian territory in the An Ses area. The statement lists 1,114 Cambodian civilians in 357 households as unable to return home, and also records 711 women and 597 children. It does not further explain the statistical relationship between these figures.
It should be noted that Cambodia firmly upholds its position in defending the Cambodia-Thailand international border, as left by the Indochina-Siam Boundary Commission, by respecting the principles of international law, the principle of the inviolability of borders (Uti Possidetis Juris), respecting the conventions, the Franco-Siamese treaties, the maps and boundary demarcation records of the Indochina-Siam Boundary Demarcation Commission, as well as the agreements and relevant documents mutually agreed by both parties in the past. Cambodia absolutely does not recognize any alteration of the border resulting from the use of force.
The Royal Government and the Ministry of National Defense of Cambodia reiterate their firm, sincere and genuine commitment to fully and strictly respecting and implementing the Joint Declaration of the Special Meeting No. 3 of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, the Joint Statement on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and other relevant agreements, in order to move toward a rapid improvement and a return to normalcy.
