Recently, the Secretariat of the Cambodian Anti-Scam Committee held a meeting with the Commercial Gambling Management Committee to discuss strengthening the regulation of illegal online gambling activities at and around casinos. Representatives from the Ministry of Labour and Vocational Training, the National Police, the General Department of Immigration, provincial and municipal administrations, courts and prosecutors also attended.
The meeting decided to launch an awareness campaign to prohibit and crack down on online gambling activities inside and outside casinos, and to set up a joint working group to carry out on-site inspections of casinos nationwide starting in October 2026 to check for unlicensed online gambling operations.
Chhay Sinarith, Vice Chairman of the Anti-Scam Committee and Chairman of its Secretariat, commended law enforcement agencies at all levels for their work in combating online scams. He said Cambodia's related actions have drawn international attention; an international conference on combating online scams held in Cambodia in September 2026 attracted nearly 30 countries and international organizations, which jointly signed the "Phnom Penh Declaration".
Chhay Sinarith stressed that the government will continue to crack down hard on online scams, and premises secretly running illegal online gambling will be handled in accordance with law. He noted that unregulated online gambling may constitute online scams and will be pursued under laws such as the Anti-Scam Law and the Anti-Money Laundering and Counter-Terrorism Financing Law.
The Secretary-General of the Commercial Gambling Management Committee, speaking on behalf of Committee Chairman Aun Pornmoniroth, said that if violations are found during the inspections, the committee will act within its authority and cooperate with relevant departments in investigations and legal accountability. The Anti-Scam Committee called on all departments to support the inspection operations and said it will continue to work with domestic and foreign institutions.
